Buildings age over time and with this ageing their risk profile changes. Britain’s housing stock is among the world’s oldest. Buildings deteriorate over time, which is a concern, as this could lead to catastrophic failure.
HSE is currently the Building Safety Regulator (BSR) in England. Their role (which is laid out in the Building Safety Act 2022) includes keeping under review the safety and standard of all buildings in England. BSR have additional responsibilities for higher risk buildings (HRBs), to help ensure that occupied buildings are safe and new buildings are designed adequately.
The BSR Building Assessment Certificate (BAC) process incudes the registration of the HRB, preparation of safety documentation. The Principal Accountable Person (PAP) submits the application for the BAC along with supporting documentation. The PAP remains responsible for the HRB’s safety throughout its life cycle, and their responsibilities are outlined by the Building Safety Act (2022).
This course will provide an overview of role of leadership, BSR, risk assessment and the safety case approach in managing ageing risks associated with HRBs. In addition, it will explore the approaches that can be adopted to prevent and effectively implement actionable measures to mitigate the associated risks that emerge as buildings age.
Delegates will be provided with information that will help them to:
Understand the role of leadership, risk assessment and the safety case approach in managing risk
Know the responsibilities of the BSR, as well as named persons e.g. Principal Accountable Person
Consider the types of building safety risks related to major hazards that typically impact the integrity of buildings as they age (e.g. when fire safety is compromised and structural condition deteriorates).
The course will give an overview of types of building safety risks (e.g. fire and structural failures) that are typical of ageing buildings and will explore ageing assets in other industries and related catastrophic incidents. Delegates will explore the role of leaders and regulators in managing major hazards and the role of risk assessment and safety cases, particularly when managing ageing HRBs. The course covers the current legislative framework that requires and encourages maintenance and periodic inspection as well as guidance on information typically included in a safety case.
This course is primarily aimed at those with duties under the Building Safety Act 2022 (e.g. Principal Accountable Persons) to provide them with a greater awareness and understanding of the risks associated with ageing buildings and consider how best to manage them. Others that interact with duty holders (e.g. clients, developers and social housing groups) may also benefit from attending the course.
